Neither of them can prove anything alone. Neither of them can afford to be wrong.

What Celeste finds is not carelessness. Somebody learned that a purged case gives its numbers back, and used the dead ones to reopen closed files and close them again without leaving a mark. The assessors arrive Monday. The one person who can corroborate her is the analyst whose authorization she extended, and that analyst has stopped taking her calls.

By the time both scans are on the same screen, Celeste knows exactly what telling the truth will cost her, and exactly how many households are waiting on a letter she has not written.
